Of the above In this list of constantly needed functions
1 the Post-obit administration, 2 Death-recording, 3 Marriage
recording, 4. Birth-recording and 5 Subjudiciary
vindition are matters not only of constantly needed recurring
but indispensable need: 1 the Eleemosynary, 2. the
conveyance-registering and 3. the contract-registering
though the demand for the exercise of these will
be as constantly recurring as for that of any of the
others may by some be regarded as matters rather of a sort of luxury
than of necessity. For in some countries no
regular establishment for affording relief to sudden indigence
is to be found: and in England no establishment
for the comprehensive establishment for the registration
either of contracts or of conveyances has place, though
examples of each a few scattered examples are to be
found: examples by the aggregate of which but a
comparatively minuscule portion of the field is covered: covered by a course
of practice the existence of which on the this small scale
could not, on the score of providence be defended but by arguments which would
render the government inexcusable for on the ground of improvidence in all respect of
what it has omitted.
