1. Constantly needed functions

For establishing and keeping the number of these Offices
in due apt proportion to the demand the course of proceeding that
presents itself is this
Having before given a list of the functions in question
as above, examine the state of the existing Official Establishments and
note the aggregate number of the functionaries employed in such of
the these functions as are exercised at present.
If This done c the whole of the territory divided
into that same number of subdistricts, and observe whether
they are so small that no advantage in any determinate shape would be derivable
from any addition to the number. If this be the case, then
for the present every thing is as it should be the number stands
If not, then calculate as well as you can what
addition would be requisite, and what would be the expence
