IV. Stipendiary Navy controlling function
Of this function the exercise will of course be conducted guided
in by the same principle as that of the Stipendiary Army
controlling function. Generally speaking demand for the exercise
of this power will it is obvious not be so frequently presented by the law
sea as by the land branch of the Army service. But how remote
so ever it may be from the nearest port of the sea there
scarcely can there be a Bissubdistrict in which a demand
for the exercise of it may not have place. Suppose for example
a Naval Navy Officer with a portion of his crew traversing
the county in pursuit of a deserter or a body of deserters
from that branch of the services, and having or suspecting
that the object of their search has taken refuge in a certain
house Entry being refused shall by by law have power
to A employ force in for the obtainment of it. How useful it
might be that their proceedings whatever they were should
have for witness and moderator the local functionary, is
sufficiently manifest.
