Instruction

§. Headman and Headman's Registrar — their relation to
each other.

For the services of the Local Headman and that
of the Headman's Registrar though they require to be
closely two descriptions of persons two functionaries of very different description since requisite
if not altogether indispensable desirable

In this status situation as well as in that of the Judiciary
the functionary by whom the business of Registration is
conducted should be stationary: and in this case for the
same reason as in

In the case of the other as in the case of the number
of the Legislators and the number of the a Sublegislator it is
desirable that he should not be stationary: and though his power
is token and then but fractionary the reasons that applied to
those two cases may be found applying to this in same manner

Of the several branches of appropriate aptitude the
moral is that which in his case is most under and for
this no security so powerful and so indispensable as
that which is afforded by the shortness of the term of service
and the so frequently renewed recurrence to the
choice of the the people — of the Constitution.

this instance comparatively inconsiderable. For his interest
