Of the 17 functions here proposed to be allotted to be
exercised in any elementary seat of authority few are
decidedly and compleatly exercised by registration — by registration as applied to
the several sorts of occurrences and other subject matters.
These are 1. 2. 3 Death marriage and birth recording functions:
4 & 5. Conveyance and Contract recording functions. All these
are of the clerical class, and neither require nor admitt of change of
place

The subjudiciary super function is of a compound
character: there is something to be registered: and this must
belong exclusively to the Reg Registrar as such. But that
which is registered at the Office is the result of something that
must have been done, and since done if not seen doing on
the spot: in a spot distant from the Office. The mass will
be deposited — or exemplars of it — in the Office. But the mass
is but a sort of of the or . If the Registrars
time or his deputy personally will admitt of his being present at the time of the
inspection of the of the spot, or of what has b
doing is done on it so much the better: but if not
so long as they respectively have their testimony upon occasion
would be so much the better grounded and more probative.

As to the Headman throughout the whole field of his authority.
at no place at in which he is present can he be out of place
but generally speaking his person will not be quite so
as that of the Registrar. Being a person of note in the Bissubdistrict
what is to be expected is that in cases of regarded generally as
being of importance that is to say in which the interests belong
to the opulent class, these are the occasions on which the
transaction will in his eyes be sufficiently interesting to present
a demand for his presence.
