All this while what must be confessed is that of the
quantity of business and or the here proposed system were assumed
to be no greater than the quantity of business of the same or the
like sort at present performed within a portion of territory of the
same extent under any existing government, false calculation,
and inadequate provision would be the result. For
in the here proposed plan not only are various businesses
and corresponding efficient government services introduced, but
by lessening the delay on the part of individuals, vexation and expence to individuals
in
in respect of length of way the expence in the
shape of judiciary fees being also struck off, the number
of applications by individuals for a participation participation in the correspondent
benefit could not but receive an encrease, to what
unh to experience, it might be impossible on
and sufficient grounds to assign any where a determinate
limit.

This danger would require to be kept in view.
But the remedy as regards registration and that a sane one is at hand, and obvious to every
eye — encrease the price put upon the service. Of the remedy
the bad effect — the exclusion put upon all who have
not at their command the quantity of money necessary for the
purchase of this service, or obvious and und, but
that the number thus injured and be considerable if it be
any thing not appear point itself as probable.
