§.7. Damage-prevention function

Art. 1. Damage-prevention function. To this function the
Local Headman gives exercise by appropriate measures taken for the prevention
of damage in any of the cases
here following.

1. Damage by calamity, [or casualty.] For examples of the
modes in which damage by calamity is producible held to have place, see Ch. XI.
Ministers collectively severally. §.6 Preventive services Minister

By casualty understand calamity on a smaller scale.

Art. 2. Examples of the cases in which, by the timely interpostion of authority,
all damage or ulterior damage may be prevented are or ulterior dam the
following may be prevented are as follows —

1. Calamity, Inundation. Preventive or operation, diverting the course of the
water by operation performed on the lands of proprietors or occupants ,
not consenting: either because absent whether by reason of from absence
or reluctance. 2. Application made of the manual labour of hands
beyond over and above such as the persons immediately interested are able
or willing to procure and comply within the time.

2. Calamity, Conflagration. Preventive or operation. Application of extra hands
as above. 1. In case of a forest or tract of dry grass in fire
cutting of preservation of a more or less remote tract by gaps,
made or enlarged, in the masses of combustible matter by
cutting down cutting down and removal of the trees
or grass. 2. So, in a town, by the pulling down of in
buildings, where water, in sufficient adequate plenty can not be had
in time.
