Instructional to the Legislators Ratiocinative

Art. 2. Between this function and the post-obit administration-
granting function the difference is this.
In the exercise
of the post obit administrative granting function the allowed
as per Ch. XXVII to the Local Registrar, the deceased being upon the ground supposed a native
or other resident inhabitant of the territory of the
State, there will in general be some person individual in whom
this trust should (it may be and) ought to be reposed. In But, in the case here in
question, no such person has place. The
consequence is — that, either it must devolve upon
some public functionary, or the disposal of the body
and of such such effects as the deceased had
in his possession will be left abandoned to chance and depredation.
