Art. Why in the hands of one and the same functionary
make functions so heterogeneous as this belonging to the
Administrative Department on the one part, and those belonging to
the Judicial Department on the other.

Answer. Hearing to To save expense of time and money to individuals
in journeys: 1. Saving of Expence to the community in Salaries pecuniary remuneration to fe [public
functionaries.] 2. Saving of expences of times and money in journeys
on the part of parties evidence taken (acc) and problems

1. Expense in functionaries Salaries. So numerous without
can not but be the Subdist Bisubdistrict in comparison of the Subdistricts — in other words the Local Headman's Districts
in comparison of the Judge Immediate: J Judge Shires — the
one being a large multitude of the others: according the Registrar
and Clerks for which whose services a correspondent demand can not but
have place that in how great a degree so ever the Salaries
of the respective Judges of Bissubdistricts were inferior to those of
the Judges of Subdistricts still the aggregate of the here thus supposed
expence would be not merely an addition to, but a considerable
multiple of the aggregate of the expence of Judges and their attendants
in the Subdistrict or say Judge shire.

2. Expense in suitors and witnesses journeys. In the
direct proportion inverse ratio of the numbers of Local Headmen's
Bissubdistricts to that of the Immediate Judge's Sub-Districts
would be the medium of the length of Suitors and witnesses
journeys.

3. Selected for the purpose of being committed to these
subordinate and comparatively presumably less appropriately instructed
functionaries are the most simple that could be found
among Judicial functions
