1. §. XXVII. Deaths &c. Registrars

§. Registration—uses.
Instructions to the Legislator.

Art 1. Of the apt registration of deaths, marriages
and births, the useful effects and purposes are
are the following.

I. Property settling purposes.

1. Establishing title to property.
2. Establishing title to support or relief at the charge of
near relatives in case of indigence.
3. Establishing title to condition in life: to wit, in respect
of parentage, consanguinity and affinity.

II. Health preserving purposes.

4. Furnishing matter and groups for inference
contributing to the increase of general health—the
diminution of morality and disease: for investigating
the causes of disease in it's several shapes:
and thence for devising of remedies, sanative & preventive
5. Furnishing grounds for determining the comparative
degrees of salubrity of places in different situations:
with a view to individual settlement and public establishments.
6. Furnishing grounds for determining the comparative
degrees of salubrity as between occupations and occupation,
in places alike circumstanced: that persons
who are willing to engage in insalubrious occupations
may be the more effectually enabled to obtain adequate
compensation in other shapes for their sufferings
in respect of health.

III. Private Economy aiding purposes.

7. Furnishing grounds for calculation, respecting the rate
of mortality, with a view to the purchase of life annuities,
& provisions for relations after the decrease of an
intended benefactor: thereby enabling such proprietor to employ
his money to most advantage, whether for his own benefit,
or for the benefit of any persons dear to him; and this without
sensation of loss to any one else.
