Art. Mortality-reporting
function

Art. 1. Mortality-reporting function. To the Headman it belongs In the exercise of this function
he receives from the head of each family as far as obtainable information concerning
every death that has place within his territory. He inquires
into the supposed cause and consequences of it: and under heads contained
in an instrument appropriate coordinating form makes report to the superordinate
authorities.

Purposes

Art. 2. Purposes for which this function is instituted
are the following

1. Ascertaining and Making known the diseases prevalent in the territory, for to the
purpose of the applying that any such appropriate remedies
as it may be in the power of government to cause or facilitate
the application of may be applied accordingly

2. Ascertaining as far as may be and Making known accordingly in the case of each instance
of death the cause or causes thereof of the death

3. By the f of detection to In case of homicide through
by design or negligence to give publicity to the fact with
its material criminating circumstances, with a view to legal pursuit
and thus by maximizing the probability of detection to minimize
the frequency of the offence

Exemplars disposed of

Art. 3. Of each such individual mortality he
will accordingly with all speed frame the exemplars following
which will be disposed of in the manner following

1. Kept in his office one.
2. Transmitted to the Health Minister
3. Transmitted to the Immediate Judicatory of the territory
if thereto by any person requested at the request of any person, or of his own motion one
4. Transmitted to the Sub Legislature of the territory, one
4. — to the Appellate one
5. — to the Prime Minister, one
6. — to the Legislative Minister, one
7. — to the Sublegislature of the territory, one
