Pensions given for any of the above accounts are persons
bounties on merit on this line. Pensions to widows
and orphans stand upon a very different footing.
In case of death in battle they are indeed bounties on
military merit. But in every other case they are bounties
on marriage.

One thing As between Officers and Privates
one thing seems indubitable. Differences of pay according
to rank excepted, whatever is given to the Offic one situation
should be given to the other

To no branch of the public service could the Frugality
auction be applied with more indisputable propriety than
to the Military in both its branches. In no other branch
could relish for the occupation be of possess a more indisputable degree
of importance. Even in the English service the principle
is adopted and employed in practise.

But in the case of promotion to render it consistent with the purpose of
giving apt encouragement to merit would require consideration
in of detail, requiring for their adjustment too much
of professional, intellectual aptitude to admitt of their
finding a place in a Constitutional Code.

Thus much however seems scarcely open to dispute
namely that if in so far as promotion from rank to rank
is given in the character of remuneration for extra service
for extraordinary merit displayed it should b the recommendation
should be judicially not arbitrarily conferred. Of any functionary
in the character of patron exercising the locative function
it would might be the interest to exercise it confer the remuneration without
proof of title, and thereby without title on each occasi- in any every one of all those who have
no such title: but that this should can be the interest of the people at large
is a proposition the truth of which seems scarcely capable of being rendered probable.
