All payments which for the same cause are to the same service rendered by government functionaries
amount exacted from all without regard had to without distinction
corresponding to pecuniary circumstances are effectually oppressive and
indefensible. In England may be sure this or that one whose
income is more than ten thousand times as great as that of
any one of minor matter. If for the same service the payment
made by both is the same, either in the one instance it is
by ten thousand times less or by ten thousand times greater
than it ought to be.
