Art. 4. Consequence. Left
without protection of law

This being the case all persons who can interested
in a mass of effects which after defraying the expence
will not afford a surplus are without the benefit
whatever it may be of the law which has or is supposed to
have place in relation to this subject. But in this case
are the vast majority of the people. The consequence is that
