§.9. VII. Extrajudicial-evidence-recording function

Art. 1. Extrajudicial evidence recording function
In the exercise of this function, the Local Registrar receives, extracts,
and record all such evidence as, in contemplation of an eventually
existing suit the Legislature, or subject to the authority of
the Legislature the Sublegislature, shall have ordained or
authorized him to receive: to wit on the responsibility satisfactionall
and punishional in case of falshood, on the part of
him by whim it is delivered: with or without power of
receipt and extracting from persons other than him by whom the evidence is offered, and the recordation thereof
desired
extracting, as the according as the Legislature shall or
decreed.

Instruction to the Legislature

In the accompanying Procedure Code, this is among the
purposes for which application to receive and upon occasion
extract such evidence is given to the Judge. By giving the
same power to the Registrar of every Bissubdistrict the
Registrar of delay vexation and expence to individuals will
be minimized, and the time of the Judiciary Registrar in
so far disburthened
