Art 2 - By a Mandate-Bearer that is to say a
Mandate Bearer understood a functionary to whom function
exercise is given, by causing knowledge to be heard, of a
written mandate from a Judge and if the contents
of such instrument in so far as knowledge thereof is
obtained by actual contact with and physical possession of
the instrument when delivered to the party thereby addressed, is in
