Art. 5. Qualifications1 ordinary: 2 extraordinary Consideration had, that individuals of all
sorts foreigners as well as natives, foreigners persons not speaking the
language of this state any language spoken by any permanent inhabitant of this state
are liable to be subjected to the exercise of power thus
the extraordinary qualification will be constituted
and regard being had to the need which has place for
interchange of order and expression of will, and
correspondent expression of compliance and refusal between
the one person and another whose who for his means not
only of comfort but even of existence may each moment dependent
on the will of that one, the locating Judge on the ocean of the choices
made by him as between Candidate and Candidate, will
have regard to the numbers of the foreign languages if any
in which the Candidate is able to converse: cabres paribus
he who is able to converse in the greatest, being more apt
than he who is not able to the aptitude of the candidate being
as the number of languages in which he is able to converse.

Art. 6. On each occasion, in making choice
of a Prehensor for the individual occasion, if the proposed
Prehender be a foreigner, the Judge will cabres paribus
employ for the occasion the preference as Prehensor, if any such there
be, who is able to converse with the propos either in the native language
of the proposed Prehender, or if that can not be, in some
other language in which the proposed Prehender is able to converse.
