Art. 2. In each Sub District, immediately after voting for
the Election of a member person to serve as the dep deputy from the
District in the Legislature, the voters vote for the Election
of a Deputy another person to serve as Deputy from the Sub District
in the Sub Legislature of that same District.

Thus are there is So many Sub Districts, so many members of the Sublegislative body.
