belonging to topical
fields of Sub-Ministers

to them. Find Departments
Art. 1. Institutional Instituting Institution-rearing functions. In the
exercise of this function each Sublegislature within its local field of service performs exercises
in relation to subject to the authority of the Legislature, and keeps on foot any all such Public works
and Public Establishments, such as it thinks fit, belonging to
the several departments any of the logical fields of service of the Sub Ministers
following: that is to say
1. The Preventive Service of Ministers.
2. The Indigence Relief Minister.
3. The Education Ministers
4. The Domain Minister.
As to which in the several Chapters and Sections and
Articles in which the several functions belonging to these several
Sub-departments are indicated bought to view.

Art. 2. Elementary function
the Administration

Art. 2. In the doing it the exercise of this exercise able of which

fit to employ Art. 2. Comprehended in this function are the the several elementary functions imposed
comprehended under the general head of the Administrative functions for above
with respect relation to Persons, Things, and the Arrangements
and Institutions as per in Chapters IX Ministers

Art. 3. It exercises
then by its own hand
or any others: locating
and dislocating accordingly
Art. 3. All these several functions the Sub-Legislature
exercises, either immediately by its own hands,
or unimmediately, by the such other hands of such persons as
for the several purposes as it thinks fit: locating locating
them accordingly; as also dislocating them at pleasure
as it deems convenient.

Thus will each local
Legislature experiment
at its own expence
the deriving alacrity
and energy from
the sentiment of free
agency. Severe danger
from difference of principle
may be exercised at any
time by the Legislature.

(a) In so far as the pow in the exercise of these powers the any
of the Sub Legislatures pursues rules different from those prescribed laid down in
this code p for the General Legislature, it will thus, at its own expence at the expence of its own portion of the community be
making experiments in legislation: such forms useful experience service where from useful instruction may possibly naturally
be
be observed: and by the
exercise of this faculty
the sentiment of freedom
free agency will be felt
and unleashed. If from
the improper exercise,
serious danger in any stage to the Commonwealth at large, should on any occasion be apprehended, the superordinate power of the Legislature will at any time suffice for the avoiding of it.
