Defined Administrative functionaries

☞ Dec. 21. 1824 Unfinished.

Art. 1. In each District, under the name of District will be a set of
Prison Ministers and District Ministers will be a set of Administrative functions and functionaries bearing the same names,
and within that local field having exception excepted the same logical
fields of service as the several Ministers of the whole
State.

Art. 2. In this case the each Sublegislature
within its fields of service, local and logical, standing in the place
of the Legislature, its the several singly-seated functionaries its subordinates
will be in every respect on the same footing
as those of the Legislature: namely in respect of the
several particulars topics treated of in the several Chapter IX Ministers
collectively in the several Sections respectively numbered and intituled
§§.1 Ministers and Sub departments. §.2
