Difficulty the 1st How to settle the question. For this purpose
a preliminary operation necessary is a statistic account of the mass
of the matter of wealth absolute and relative in of each constituent
state: relative measure with reference to the quantity of the population
among which it is stands distributed.

For this purpose inforamti instructional matter will in
no inconsiderable abundance in greater than shall as yet been found obtainable
anywhere

This operation comprises
1 taxation i.e. legislatorial
2 Adduction administrational
& judiciary

Difficulty the second how to secure the actual and perpetual furnishing
of the supply settled and agreed on.

This operation divides itself again into two branches sub operations
1 Sub operation the first taxation — that is to say legislation applied
to the purpose in question. 2. Collection and transference of the supply
so obtained as above.

This branch again divides itself into two sub Assemblys
the administrational and the judiciary.
