Manifest in the bare statement is the comparative simplicity
of the simple-taxation system, the comparative complicatedness of
the double-taxation system.

Superiority of the simple
taxation system if
executable

Manifest accordingly the superiority of the simple taxation
system, on the supposition that execution and effect can be, and
is given to it.

But here the difficulty
varying in degree, from
confederacy to confederacy

But here lies the great difficulty and in such a degree is
the degree of difficulty capable of varying as between confederacy and
confederacy, that in this or that in the instance of confederacy it may be capable of
being carried into [execution and] effect; in this or that other, not.
In this latter case supposing it realised, nothing will remain but to make submitt
a virtue of necessity and give to the Yoke such alleviation as
it is susceptible of.

Evils of double taxation

Evils attached to this case are as follows
Evil 1. 1. Addition to the expence: an addition of of the two branches of the additional establishment: namely the administrational
and the judicial
maximum of the
addition, reduplicative: reduplication in both cases, maximize thus much, both in the
case of the administrational, the maximum sum susceptible
of greater alleviation to/in a great degree than in the case of the judicial. For
the subject matter of taxation being given and the number of cointended
contributors or say taxes given likewise as well as the
other circumstances upon which local circumstances include facility of collection depends such
as density of population being also equal, the expence of collection
may be not considerably greater in the case of double —
a still greater multiple of the sum in question than in the
case of that sum and no more.
