4 §.

Art. Certain parcels as is stated to
it would be that

Art. Exceptions excepted, any member of
States as to which a question arises whether they should form themselves
or no into a Confederated State will of course naturally and almost be conterminous. P

Art. 12 In such case
subject matters of consideration are
1. Adjustment of territorial
limits as between
state & state
2. Adjustment of limits limits
as to territory of uncivilized
tribes which
may in future be added
to the confederating states
3 Like adjustment as
to trading with uncivilized
tribes.

In so far as this is the case, certain points there are in
relation to which will a settlement will require to be made whether they are made
in a confederacy or continue separate. Examples These are

1. Adjustment of the limits in every part as between
territory and territory: to wit the limits of the territory respectively
belonging to them in full property, clear of all claims
on the part of the any such uncivilized tribe as may happen to be
in possession of any parcels of territory contiguous to those in question

2. Adjustment of the limits of those parcels of territory,
the acquisition of which though at the time in question being in possession of
uncivilized tribes shall or shall not be free for the several
contracting parties to acquire whether by compact, or in
case of war by conquest.

3. Like adjustment as to the faculty of trading with uncivilized
tribes while still in a state of dependencies.

Art. 13 Note Sooner
or later uncivilized tribes
will disappear by extirpation
or by absorption.
Means of extirpation by the hands
of conterminous civilized
states — intoxicating liquors
or by the hands of other
uncivilized tribes — of
absorption by civilization
of tribes families or individuals
or by conversion
to a civilized mode of
life.

4 Note that, sooner or later, the extirpation or
assimulation absorption of the unlettered uncivilized population by the conterminous
civilized population is an event which the universal nature
of man considered can not find to have place. Means
extirpative or absorptive: in case of extirpation by the hands
of their civilized neighbours or by the hands in of the tribe in
question by its own hands through the interventions of intoxicating
liquors, or by the hands of other uncivilized tribes: in
case of absorption, civilization of inter tribes, or of individual
persons or families: or by conversion in a free of conquered state subjugated condition
from the uncivilized to a civilized mode of life.
