4. Adjustment of the limits within which by the
respective means, intended or unintended, by encouragement
given to this or that branch of its own trade, discouragement
shall be applied to the trades of this or that others of the
mutually contracting states.

In this case and for this purpose an all-comprehensive view will require to be taken of all the several
forms or modes in which encouragement and discouragement to
trade and production are respectively capable of being applied,
including prohibition direct, and prohibition partial or
compleat by means of taxation:

Encouragement and discouragement applied as above
whether to the several articles in a finite state for immediate application
to the use of consumers, or to the several articles in
the form of the original matter or in the several intermediate
forms to which it has been brought into a state fit for use, and
the several tools or implements employed in bringing it to
this state.
