everybody to appear under a fixed penalty, which the poor
cannot pay, and the rich will not (or do not in the United States)
there should be a regular and proportionate tax levied
on all property (along with other taxes) for the very purpose
of paying the militia. Instead of keeping the whole body
of men who are capable of bearing arms in a country
to the call of the publick. before they are fitted or prepared
for service, it would be better to keep a tenth part or
a twentieth part of their number in a state of efficiency
taking care not to keep them so, for such a length of time
