But in these same articles in which endeavour is used to
clear all political discussion from those irrelevant and mischievous
arguments, by which the freedom of political discussion is endeavoured
to be destroyed, I see other matter not only of a different but of an opposite
tendency: matters having, if not for their object, for their tendency,
the suppression of relevant arguments: of all such relevant arguments
the force of which will be considered as bearing against the
ordinances and measures of any such men as happen to be in
power, whoever they may be. Be this as it may, if these remedies
against the abuse of religion are applied, the course I should be glad
to see pursued, is – the discarding from these articles which have
for their subject the abuse made of religion in this shape, all
matter in which religion is not concerned. The articles, to which
this applies, are articles : Of this proposed separation, the objects
are – clearness and conciseness: clearness, by referring to the
head of religion every thing that belongs to that head: conciseness
by the exclusion of needless repetitions.
But what, in this same view, I have to submitt to you,
forms a collateral matter.
