§. Securities
Case 1. The members of one of the Second Chamber two Chambers are
located not by the same the members of adult portion of the whole community
but voting in districts in the way of Election, but by a some individual
in the State, an individual who by this function alone
was lead were no others added to it would be rendered the
Chief in the the State: possessed of possessing one half of the supreme operative constitutive
power: at any rate if to with this power of location
that of dislocation were enjoined were added that of dislocation likewise; time of continuance offer dislocation performed by time, at the end of the functionary: life or at the end of a certain number of years.
In the endeavour – the constant endeavour – to sacrifice of the universal interest to his own private
interest would the whole power and endeavours of this functionary be exerted occupied directed.
To every arrangement measure by which at the expence of this sinister
interest the universal interest were endeavoured to be served the
opposition of those his creatures might justly be regarded as
sure: Here then would be a sure and certainly effectual power
of resistance to everything good to everything tending to the introduction
of improvement or removal of abuse. But by to this defensive
power is attached an active and aggressive power sufficient
to enable the possessor sooner or later to effect to his own private use the consummation of
the sinister sacrifices. By the expectation of receiving for self in
in connection this an office thus important, the functionaries occupying
the several seats in the other Chamber would sooner or later
be gained over in sufficient number to place the whole fabric
of the government on a footing sufficient for the consummation of
the sinister sacrifice for the jusit benefit of all the partners
in the aggregate mass of sinister interest: namely the Chief
by whom the members of the Second Chamber are located: 2.
the Members of that same second chamber, and 4. 3. the Members
of the first Chamber notwithstanding their being located
by the people at large in quality of their constituency.
