Rationale
Senate the only permanent body –
the of the Senate
Thus it is – that in tendency, the Senate in by respect every
attribute belonging in institution to it is purely compleatly mischievous: and in by
respect of delay and expence it has been seen to be mischievous by
the whole amount of those its effects.
In any point of respect can it be – so is it has it ever been been
produced benefit in any shape? If it has it lies upon its supporters
and advocates to show it.
For drawing up a tolerably instructive account, debtor and
Creditor the requisite duties would it is believed be found not altogether
wanting. The heads under which they would require to be arrayed
appear to be the following
I Delay
1. From the commencement of the Constitution, list of the several
Acts of congress or other instruments or measures on which have
come before the Senate distinguishing these according to the several
years: distinguishing also those which were have been rejected by the Senate
2. In regard to each such Act Senate were rejected: and those which after amendment by the having passed
had received amendment from the Senate.
2. List of those, if any, which having been rejected by the Senate at
one Session have passed into a law on some other .
3. In the case of those that have passed without amendment
1. No. of days between the day of the bringing on of the Bill in the Representatives
and the day of its passing thence into the Senate. 2. No.
2. No. of days between the day of its passing to the Senate and
the day of its passing into a Law. By the number under
these would be seen the delay produced by this institution: the
delay, absolute and comparative: comparative with reference to the
time which had there been no Senate would have been occupied
by it in the Representatives.
