Rationale

Case of the 30 year old clause. Indigence witness.

Whatever may have been the effects, the cause source of its adoption
may be looked for with more probability in another circumstance
than in the contemplation of those effects. This is authority-begotten
prejudice.

Of all forms of government known at the time of the establishment
of this Constitution the English was the least bad, and
the most lauded. Causes obstacle and influ uninfluencing
circumstances those are differ so many groupes of circumstances
the contents of which in many instances there is has been no small difficulty in
discriminating distinguishing from each other: nor is this among the instances
in which the degree of difficulty has been least.

In England there were now behold Two Houses. In England the forms form of
government taken together is good: therefore so is that part of such
was the hope.

But of that part why not the remaining part – the Single
authority? In this or that by which it has been
so much annoyed. It is to the King we owed allegiance, it is against
the King we are rebels: it is to please the King that we are to have
our bowels torn out, and burnt before our faces. As to the Lords
any seen to be a set of genial harmless creatures: the more do
they threaten us: they do but follow the the current and join in what
the King bids them join in.

Wha But to this head what says truth? It has been already
seen the Sovereignty in whose. Of this third part of the
Sovereignty the constitution extent & nature, if there be a difference is still more steadily and irreconcilably
opposite to the interest of the people than is that of the first.

Moreover wisdom is an article an endowment requisite in every
government: the people and consequently the the Agents chosen by them
are but too apt to be deficient in it. But the Second House there,
it is composed all of Lords: and all Lords as such are wise, they are
not only bred but born politicians. Ask Blackstone : it is on account consideration
of the of this wisdom that they are what they are.
