with them to aim at the production endeavour to accomplish the maximization of appropriate
official aptitude upon a considered and appropriate all comprehensive plan they
endeavour need not be attended with much difficulty. need not be at a loss about the means. They need but
to apply to diplomatic situations the principle of public examination
that principle which they have seen already applies to so many
other official situations.

Should it ever be an object with them to accomplish the maximization
of public frugality upon a like plan they need be a
little at a loss to know how it might without any assignable
evil on the other side it might be applied to two large masses of
official remuneration – that of the Senate, and that of the
Foreign Relation Department.
