§. 1. Composition: or House, one.

In the United States, throughout the House, persons in no inconsiderable
number have already grown up each of them possessed of means
and property adequate to sufficient for an expenditure equal to that furnished
at present at the expense of the House to its diplomatic Agents of
the first class – Dollars 9000 Pounds Sterling about £.
To the number of them be it what it may every ensuring coming year each of
course be bringing large additions.

Amongst them – are those who without recommendation any particular introduction
to foreign States without any circumstance to procure their own
distinguished reception in foreign Countries repair thither
standing at their own expence in search of pleasure at their own expence. If the
mere expectation of amusement from society is a form one to them
affords in their eyes a sufficient imperative for the expence,
how much greater would might it not be expected to be to them by
the assurance of constituting a so distinguished a portion
in a circle which ope lays open to its members all other desirable circles
with an assurance of true respect and consideration in each?

Supposing upon the plan here proposed a pecuniary competition in
relation to those Offices established, as per such is the height of the
situation in the scale of dignity, persons might be found who
for the sake of right might be content to charge themselves with the
obligation belonging to it gratis while though at the same time their pecuniary
means were not sufficient to discharge he function of it
to the in a manner equal to that in which by means of the
salaries at present achieved it is discharged at present. To But
obviate this mishap in the competitive plan above referred to this a time provision against a mishap
of this nature has been made. The present Salaries might be continuing:
the bidding being not by surrender of salary but by purchase
of the situation with the salary attached: term of service, two or
three years: eventually or receivable in such manner as upon
the adjustment of the details should appear most advantageous best suited to the purposes.
