Thus much as to the all comprehensive end of good government
in so far as it is good. As to the several specific ends of good government
the means for compassing them would not here be in
their place. For description of them would will be seen found to be
in great measure different according to the differences
between the respective ends.

Of a Constitutional Code the characteristic peculiar end as
above observed is the affording to the people at large security
against hostility at the hands on the part of their Agents for the
affairs of government: hostility on the part of those antisocial
and enemies who under every sort of Constitution other
than such an one as here proposed and the one here in
question are alike irresistible and .
