Now in slept comes the laws of weakness to gain the ascendant
for weakness not only by excess but by deficiency of confidence
may weakness operate be manifested. For locating the
legislature which was to act as such for all ord matters of
ordinary the importance either they had the best already as good a constitution that as could be had or they had not. If they had already
to what use resorts to any other any other would be needless: if they had not, how
could the by taking matters a and other a different one could they hope to have any
better. Suppose for argument sake they could that for extraordinary
occasions they could have a better, this was the every
one that they ought also to have for ordinary occasions.
With relation to those more important matters what they got
and it was all that they got – was delay. But in this delay
what good was it that they got: the answer is not easy to find.
What it is certain they lost was during the of the remedy duly the benefit of all the relief from whatever during an unascertainable length of time all relief from whatsoever
imperfection if any the Constitution still remained by charged with.
If in compensation for this certain disadvantage any an advantage
was gained, evil in any one shape avoided, to bring to
view this same evil would if possible be a very instructive operation
but it should seem by no means an easy one.

In addition to this recordation of remedy, of remedy in
every shape of cure for evil in every shape came the evil
of complication: in evil the nature of which has nowhere
as yet ever received that any attention in any degree proportioned
to its magnitude. On this head see another part of this work.
