§. IV. Term of service
IV. Evil in From the change of hands no evil it in any shape none: In none.
Vain would be the appointment of preponderant evil in any shape
from this source: vain the apprehension for example that from by the transference
of the business from the hand one hand to another, from the hand of the
individual first choice to the hand of his successor any interruption to the course.
Of the proposed temporary non-reeligibility the
natural consequence will naturally be as follows. By § 1: the Prime
Minister is not only authorized but bound to keep located at
least one Prime Minister Depute: This individual thus
located will of course be of the number of those who in his
opinion are with relation to his own interest at any rate
possessed of the highest degree of appropriate aptitude in all
its branches. Being as per §. responsible for the conduct of
this his Depute, it will he will by the strongest tie of personal interest
be found to choose the aptest person whose acceptance can
be engaged. In the fixing upon Stronger in his situation than
in the situation of member of the Legislator in whom belongs the election
of this superior functionary is the interest by which he will
stand engaged to locate the most compleatly apt individual
he can find he will accordingly be on the lookout for such
individual
as whether by partial opportunities personally possessed
or by general reputation have been stand recommended to his choice.
Suppose his first choice not a happy one, he can without any
eclat, betake himself to : and so on with
whom he is in all points satisfied has been found.
Whatever advantage in this shape has this been produced in the case of the
Prime Minister first elected, will be obtained in this situation: and it will be repeated and with increase
in the case of as many different individuals or by
extension given to the effect of the non-reeligibility clause can
afterwards to be of necessity successively elected.
