On this and other accounts, one improvement upon
the first proposed arrangement might perhaps be – the extending
the non-reeligibility term from one year to two
years. On this plan the first Prime Minister of the first
year could not be again elected Prime Minister, if at
all till the fourth year. In this case in the at the commencement of the third year
the persons excluded would be 1. the Prime Minister of the 2
first year; 2. the Prime Minister of the third year second year.
The misfortune here is – that till the Prime Minister
of the first year had become reeligible, and had accordingly
been reelected or failed to be reelected, neither the Prime
Minister of the second year no other individual whose aptitude
had undergone the test of experience could come
into competition with him not not in particular not the
Prime Minister of the second year on whose side favour the
greater probability of the higher degree of appropriate
according to the view above taken of the subject, to
have place: at the same time should the Prime Minister
of the first year be at the same time able and willing
to serve in that situation a second time, the first year
of his becoming reeligible is that in which if in any
that event will by far be the most likely to have have in its favour a higher degree of
probability than any succeeding year can have. Suppose
however that in this first year of his becoming reeligible,
that is to say the fourth year of the completion reckoning from seen its commencement
the Prime Minister of the fourth year is not reelected, in
the second fifth there will be another tried never to stand in competition
with him, namely the Prime Minister of the second year and in the sixth year two, namely
the one last mentioned and the Prime Minister of the third
year.
