Rationale
Evil 5. 3. Term of Service 6 years: while for a Member of the
House of Representatives the term of service is no more than two years
nor would be it is and have been more than one year but for the
distance from which so in so large a proportion the Members would
have to come.
Six years – that long is the time given for this preparatory
to swell and act and operate operate to fasten themselves and to operate.
True it is – that of the whole entire number there it is not the whole
that at any point of time has will have been thus long in the exercise of the
power. For at the end of each period of two years a third of the number
go out: inasmuch the consequence is that at every point of time there are one third
who have been in office between four 4 and six years: another, between
2 and 4 years, and the third, between a day and 2 years.
At no time however does a man set a his foot in this situation
but he finds one third of the number who have been in it
from 4 to 6 years. These having had most experience as well as
being probably most advanced in age are with more confidence
than the rest looked to for information and guidance. To those if
the situation is agreable to them, it can scarcely do but appear fail
to appear that the term is by no means too long: but that the longer it
were the better: and if the situation be not agreable there has been anyone to whom the situation has
ceased to be agreable, he would his not will not at present be to
be found in it.
So sure as a man is in that situation so sure is it
if he be of the same mould with the general run of men
his propositions are of an aristocratical nature adverse to the
interest of the greater number; and his conduct the correspondent result of
those same propositions.
Be this as it may, being armed at the age of and
chosen by the by the most knowing and well informed, evidence
is the absolute looked for at the hands of those members of the second House.
Accordingly Senator is the special appellation by which they are distinguished.
