Rationale

Here True it is, more experience upon an average, thence intellectual
aptitude, expositive cognitional and judicial, may not altogether
without reason, or at least this if show of reason be ascribed to the average of the
members of the men of the House, bench of the Legislature: always supposing
comparative inaptitude of those choice, as above, to be imputable
to the Electors of the First and most active
and efficient of the Two Houses.

But, supposing to any amount the advantage on the account of
intellectual and active aptitude, – where is the advantage on the
account of the aggregate of appropriate aptitude? On the other side
as is (See §. the Committee) ☞. Locable who: they are but
so much the better enabled to give effect to their propositions which
are in opposition to the aggregate interests of the people.
