Prodigious is the mass of complication — useless,
needless, and mischievous complication — produced by limited and
indistinct views: in particular by views of evil, which, in the
instance of this or that individual, would have place, were
they not as they are, removed by a majority so great,
that the evil, which could be produced by the majority
in whose instance it has not place, is drowned in it and
absorbed by it.
At the first concoction of the system, surplusage
in this form unavoidable the grounds of action remain as
yet in a state of obscurity. But the sooner or later that
which is superfluous comes to be discerned and distinguished
from that which is really necessary: thus it is that upon
an all-comprehensive survey these the superfluous and
useless matters may be cleared away and consciousness
and transparency substituted to obscurity, diffuseness, &
turbidness.

Try whether a list can be made of the cases in
which useless complication has had place, & the instances classed.
The greater the number is of its seats of authority,
though which a useful measure must pass before execution
and effect can be given to it, the greater the number
of stages at which sinister interest may apply itself
to encounter and obstruct it.
