2. Cause 2. Principle of imitation – authority – begotten
prepossession or prejudice.
Antecedently to examination performed with a distinct
view of the right and proper end in view belonging to the
subject, and the relation borne to it by the several arrangements
that present themselves as capable of being contributory
to it, in the character of means, comes necessarily
in every line of action, observation of the arrangements
that actually have been made to take place,
in such cases as appear parallel to the one upon
the carpet.
Thus, in the establishment of legislative bodies. Number
of Chambers – what shall it be? Look round the
field of civilization. In so many of the political states
number of chambers two or more – in so many others, if
any, no more than one: natural conclusion, without
further reflection – therefore two or more are better than
one: more especially if the condition of the community
in which two or more are observed is with reference to
that in question more familiar and better known
than any other.
In the Anglo-American Union – in the constitution of the
Congress the example of Great Britain might nautrally
at the time of the framing of the Constitution have been regarded as
constituting of itself a sufficient warrant for a Second Chamber
– the Senate. In the constitution of the Mother Country,
actual evil points really existing and acknowledged in the
self-emancipated Colonies to be evil are, in abundance. But
in the list of these evils it was not necessary that the
existing of a Second Chamber in the mere character of a Second
Chamber should have been placed: accordingly in the list,
on that occasion, it appears not to have been generally placed:
whatsoever evil was ascribed to the existence of a Second Chamber
in that case was naturally ascribed to the particular composition
of it – to the situation of its locating functionary and to those
other points of inaptitude that have been already brought
to view: the sinister interests and privileges possessed by the
Members and the utter absence of all dislocative power
in relation to them.
