In proportion in as any system of operations is the ill- understood or
misunderstood: obstacles are apt of course to be confounded with,
and to be taken for causes. Comparison had with all other
European States the excellence of the English form of government
was not out of dispute.
From Blackstone everybody has learnt that
wisdom was the special attribute of the House of Lords.
Masquerade dresses so imposing, who could doubt of it. By the
gravity which pride and the sense of his own dignity
imposed upon each actor, proof of wisdom, and that
conclusive, was afforded to an eye which this almost universally
prevalent delusion found wide open to it.
In the King – in the Monarch every man
saw plainly enough a bitter and altogether implacable
so long any any power remained
altogether implacable enemy. Not so in the less active effective & in comparison with
the House of Commons the
less numerous body – the House of Lords.
