Constitutional Code

Thus it is that in tendency, the Senate in respect of every
attribute belonging to it is completely mischievous; and in
respect of delay and the expence it has been seen to be
mischievous by the whole amount of those its effects.

In any point of respect has it produced benefit
in any shape? If it has it lies upon its supporters
and advocates to show it.

For drawing up a tolerably informative
account debotor & creditor, the requisite data (1) would it is
(1) To see this word
believed be found not altogether wanting. The heads under
which they would require to be arranged appear to be
the following.

I. Delay
1. From the commencement of the Constitution
list of the several acts of Congress or other instruments
or measures which have come before the Senate
distinguishing them according to the several years:
distinguishing also those which have been rejected by the
Senate: and those which having been passed had received
amendment from the Senate.

2. List of those, if any, which having been
rejected by the Senate one session have passed into
a law in some other, naming that other.

3. In the case of those that have passed without
amendment 1. number of days between the day of
the bringing in of the bill in the Representatives and
the day of its passing them into the Senate. 2nd. of
days between the day of its passing to the Senate
and the day of its passing into a law. By the number
under these would be seen the delay produced by this
institutions: the delay, absolute and comparative:
comparative with reference to the time which
had there been no Senate would have been occupied
by it in the Representatives.
