II. The other Another cause of error on this occasion is
self-sufficiency; coupled with distrust or rather forgetfulness
of others.
The persons thus kept in leading strings – who
are they? what is their situation? Not the Electors at large,
but the select few located by these same Electors: that the
number of the several particular legislatures should
in a majority or if not so large as that of a majority
a number large enough to do mischief should thus
concur in the choice of another majority on other such
troublesome authorities members number rendered unapt or say still kept in as yet placed
in state of inaptitude by relative non-age. But now
suppose this to be a just cause of exclusion on
the ground of inaptitude – what should hinder
these other than legislatures for rendering from regarding it as such?
Whatsoever grounds of confidence these founders
of the Constitution can could lay claim to those same
grounds these objects of their distrust were & would
be in possession of, with the addition of the
chance growing stronger & stronger by the
length of experience. These founders were they
chosen by the people? So were at the
same time those legislators whom they
hold thus cheap, or thought so little of so would be the whole
series of their successors.
