As yet no evil appears in a sensible shape: and until evil
supposing it never to assume a sensible shape is but an empty name.
On the other hand thus much is incontestible, to wit that in a
sensible shape evil to any amount may have been produced
by, & yet not be traceable to this cause: say for instance
production of a needless war: or ill success to any amount
in a needful one.

If by means of this feat feature in this best of all
as yet Constitutions established Governments a degree of inaptitude not to be matched an instance of a species & degree of efficient perhaps
in the worst European Government in existence can be produced,
some practical proof was may perhaps be regarded an as exhibited of the inaptitude, inability
to say no more worse, of this part of the str structure edifice of
the Government. In the year 1802 the United States had a
"public minister" at Paris – at the Court of Bonaparte.
French is not only the language of that country, but the diplomatic
language of Europe – This public minister by whom
conferences not to speak of the expected intrigues were to be carried on necessarily with the appropriate
functionaries in that country but incidentally
with those of every other – who was he? A man who could
neither speak nor understand a word of French, & to whom
conversation even in his own language was rendered difficult
by deafness.

If at this or that Court the Union had has public
ministers of the same or different ranks more than one,
what might be expected is that at least some one of them
should be able to converse in French. This expectation
would not in any every instance be fulfilled.

French is not everything. Of two candidates suppose
one consummate in the mastery of the French language art of conversing in French
but deficient in all other points of aptitude, the other consummate
in all points of aptitude except this, the preference
could not it is true be with much strength of
reason be claimed for the adept in French. But in any
greater degree suppose a man qualified in all other points, by
his being in a correspondent degree well qualified in this point, he would not upon the whole be rendered the less qualified.
