As to the people of the these U.S. should it ever be an object
with them to cause at the production endeavour to establish the maximization of
appropriate official aptitude upon a consistent and all comprehensive
plan they endeavour need not be attended with much difficulty. need not be at a loss about the means.

public examination, that principle which they have seen
already applied to so many other official situations.
Should it ever be an object with them to accomplish
the maximization of public frugality upon a like
plan they need be little at a loss to know how without
any assignable evil on the other side it might be applied
to two large masses of official remuneration – that
of the Senate, and that of the Foreign Relation Department.
