Const Code
In the U.S. throughout the Union persons in no inconsiderable
numbers have already given grown up each of them possessed of
income & property adequate to sufficient for an expenditure equal to that furnished
at present at the expense of the Union to its diplomatic
Agents of the first class – 9000 Dollars 9000 – Pounds sterling
about 2025. To the number of them be it what it may
every ensuing coming year will of course be bringing large additions.
Amongst these are those who, without recommendation any particular introduction
to foreign States without any circumstance to procure them a
distinguished reception in foreign countries, repair thither notwithstanding
at their own expense in search of pleasure at their own expense. If the mere
expectation of amusement from society in a form new to them
affords in their eyes a sufficient compensation for the expense,
how much greater might it not be expected to be to them by
the assurance of constituting so distinguished a portion in a
circle which lays open to its members all other circles with
an assurance of prime respect & consideration in each?
Supposing upon the plan here proposed a pecuniary competition
in relation to their these offices established, such is the height
of the situation in the scale of dignity, persons might be found
who for the sake of right might be content to charge themselves
with the obligation to it gratis while though at the same time
their pecuniary means were not sufficient to discharge
the functions of it in a manner equal to that in which by
means of the salaries at present allowed it is discharged at
present. But in the competition plan above referred to provision
against a mishap of this nature has been made. The present
salaries might be continuing: the bidding being not by surrender
of salary but by purchase of the situation
with the salary attached: term of service, two or three years:
abridgment eventuallly an abridgable or renewable in such measure as
upon the adjustment of the details should appear
most advantageous best suited to the purpose.
