Now came in sp stept the law of human weakness to give the ascendant
for not only by in excess but by deficiency of confidence may weakness
be manifested operate. For locating the legislature which was to act
as such for matters of ordinary moment importance, either they had the already
best as good a constitution that as could be had or they had not. If they
had already to what use resort to any other? any other would be
needless: if they had not, how by taking another in another a different one, could they hope to
have any better. Suppose for argument's sake that for extraordinary
occasions they could have a better, this was the very use that they
ought also to have for ordinary occasions. With relation to
these more important matters what they got and it was
all that they got – was delay. But in this delay which what good was it
that they got: the answer is not enough easy to be found.
What it is certain they lost was delay the benefit of all during the continuance of the remedy the during an length of time all relief from whatsoever imperfections
of any the Constitutions still remained charged vitiated deteriorated by with. If in compensation
for this certain disadvantage any one advantage was
gained and evil in any one shape avoided to bring to view
this same evil would if possible be a very instructive operation
but it should seem by no means an easy one.
In addition to this retardation of remedy in any every
shape of cure for evil in every shape came the evil
of complication: an evil the nature of which has nowhere
as yet received any attention in any degree
