In itself delay being nothing but pure evil,
any good that could result from it could be no other than
what might result from the advantage of drawing to the
subject matters in question in the interval the attention of
the body of the people in their character of Members of the Constitutionutive.

But in of the present Constitution, engaging the keeping the attention
of the people applied with as much frequency and constancy
as possible is an deg object pursued throughout with the
most vigilant solicitude.
In so far as regards delay, the evill meant to be
guarded against was the evil liable to be produced by
precipitation: by precipitation, for want of sufficiently intense attention
paid to the subject and for, during a sufficient length of time: consequence
apprehended, the passing of some bad law, which, had
a greater length of time been employed on the subject – employed
by that same body would not have passed. But the in an assembly so constituted as that of the Representatives, small is the danger of precipitation. The
worse the proposed law the greater the probability of its being
opposed and the greater the number by which it is likely to be
opposed, and the more strenuous would their exertions be
likely to be. But Moreover, in an Assembly so constituted as that of the Representatives in any such body, not small is the number
of the Members in whose power it is by incidental
motions and speeches in support of them to keep a
proceeding in pendency for an indefinite length of time: and
against undue vexation from such protraction the sole
preservative consists in the apprehension of displeasure,
in the first place from opponents in the Representative Legislative Assembly in question,
int he next place from the people in the character of the Members of
the Constitutive but the greater the possible evil from the
proposed measure, the less is the probability of displeasure
from either of them these two questions quarters.
