as already observed acknowledged is not essentially inseparable from the
system. But in the case in question it may without
much danger of error be stated as practically
inseparable. Little or no probability does there appear
to be that, unless the whole system were abolished,
the remuneration would be abolished. For though the
most prominent and sensible part of the whole mass
of evil, it seems rather to be the least part of it than
the greatest.
Be this as is may £ a year
Dollars a year, is the aggregate amount of it; & unless
a quantity of good effects worth that amount sum
can be clearly shown as resulting to result from it this of
itself should be sufficient cause for the
abolition of the Second House.
