4. 2. Evil Plan of location. The locators in this case— not those
by whom the Members of the House of Representatives are located—
by but by the Legislatures of the several States.

Of these Legislatures the members have for the most part
had for Electors persons in a condition not remarkably different
from that of the Electors by whom the Members of the
H. of Representatives are located. Still however the immediate Electors of these
Senators are persons in a situation widely different from that of the
vast majority of the Electors by whom the Representatives are located. They are
men invested with power acting under the whole body of sinister interest &
interest-begotten prejudice attached to situations of power to which power is
annext: men in whom, by situation, are planted interests & propensities
adverse to the interest of the great majority; and on whom no control in
the hands of the people operates with sufficient force to counteract surmount
the force of those interests & propensities. For by a member of the Senate all the evil
may be produced which his situation enables a man in that situation
may be produced,
to produce & yet without any such flagrant misconduct
as can present afford any probability of drawing on his Electors his
constituents, and considerable degree disgrace or resentment at the hands
of the people. We acted accordingly to the best of our judgement— if
the choice be unfortunate, in no shape had profit been derived
from it by any of us. Suppose his course of action the worst possible
such would be the plea; & by whom could it probably, by
whom could it reasonable, be rejected?

Here there is a set of men influenced indued with imbued of necessity with influenced by actuated by
aristocratical propensities, selected by men as in aristocratical
situations, & unavoidably acted upon with still greater
force, by those same aristocratical propensities.
