downwards were creating executive places for themselves which they were
morally certain to possess and of course could not be expected to curtail privileges
that they considered as their own— for the giving the power of the
sword and purse to the federation besides laying the foundation of future
disputes was was doubling the expense of collecting and increasing the
patronage of both which the evident interest of all people who wish to
remain free to diminish as much as possible as even single despotism is

The late adoption of agricultural Societies all over the Union gives the
